‘Millionaires Tax’ Money to Support Haverhill Stadium, Classroom Needs and Commuter Rail

Haverhill’s legislators said residents will benefit from more than a million dollars in state spending—including work at Haverhill Stadium—coming to the city as a result of Gov. Maura T. Healey signing a supplemental budget this week.

State Sens. Barry R. Finegold and Pavel M. Payano and Reps. Andy X. Vargas and Ryan M. Hamilton said in a joint statement Wednesday that $1 million will go to the Haverhill commuter rail line, $50,000 for upgrades to Haverhill Stadium and $100,000 for, what was termed, “achievement gap programming” in Haverhill schools. The money comes from the $1.32 billion in so-called “millionaires tax” collected in the last fiscal year. Voters designated the surtax be used for education and transportation.

Vargas noted that public schools statewide will also share in $248 million in additional money to help cover special education costs through, what are called, “Circuit Breaker reimbursements.”

“I’m also excited to have the inclusion of $25 million for high-dosage tutoring to accelerate early literacy. Literacy continues to be one of the top issues for students, and there has been great success with high-dosage tutoring in Haverhill,” he added.

“Everyone knows traffic is getting even worse, so public transportation is more important than ever,” said Finegold. “We need reliable service at regular intervals so that people can truly count on the commuter rail.”

Payano detailed how education money will be used, saying, “From improving facilities at Bartlett and Nettle to creating safe, empowering after-school spaces for young women, these funds reflect our shared vision of a more equitable, opportunity-rich Haverhill.”

Hamilton called the extra money “crucial for Haverhill and Methuen.”
