Plans to Demolish Abandoned Hair Salon, Build Three Apartments Before Haverhill City Council

A developer is expected to ask the Haverhill City Council Tuesday night to approve plans to demolish a former hair salon at the corner of Washington and Ayer Streets and replace it with three apartments.

According to a description filed in City Hall, Richard P. Early Jr. plans to demolish the single-story former hair salon once identified as “Mr. Wayne, Hairstylists” at 462 Washington St. Andover attorney Gordon T. Glass provided councilors with an overview, describing the project as “A welcome addition to the neighborhood that would eliminate an abandoned building in favor of the creation of critically needed additional housing units.”

Plans for the two-story, three-family building are allowed with a special permit from councilors.

The city’s Planning Board approved variances last June, allowing a minimum lot area of 4,816 square feet where 11,700 is required; frontage of 60.5 feet where 80 feet is required; lot depth of 78 feet where 100 feet is required; and other relief. Glass said the property provides adequate parking in the Urban Density Residential zoning district.

In other business before the City Council, members are expected to designate Tuesday, Jan. 2, as inauguration day with formal ceremonies beginning at 10 a.m., at the Nicholas J. Ross Auditorium in City Hall.

Mayor-elect Melinda E. Barrett is actually expected to be sworn in on New Year’s Day as the city charter requires.
