Public Meetings This Week: First Look at Haverhill School Spending Plan Comes Wednesday

The public has opportunities to shape policy this week as various Haverhill boards meet. In the interest of transparency in government, WHAV provides this list of upcoming meetings every week.

The public’s first look at a proposed spending plan for Haverhill Public Schools during the next academic year comes Wednesday.

Haverhill school Superintendent Margaret Marotta give the Haverhill School Committee its first look at her proposed 2025-2026 school budget when the Haverhill School Committee’s Budget and Finance Subcommittee meets. Haverhill School Committee member Paul A. Magliocchetti gave a budget sneak peek last Thursday. He said what began as an expected $2.5 million shortfall has come down thanks to the efforts of Marotta and her staff.

“We may be in better shape than we thought, still a nail biter,” he told his colleagues.

School Committee member Thomas Grannemann, who is chairing the budget subcommittee, said after hearing this initial presentation from Marotta, the full School Committee and superintendent will work on honing next year’s budget figures during several planned working sessions with the intention of completing it and placing it before the Haverhill City Council for a vote in mid- to late May.

Besides Grannemann, other members of the School Committee’s Budget & Finance Subcommittee are Vice Chair Richard J. Rosa, Magliocchetti, Gail M. Sullivan and Jill Story. The meeting will be held on Wednesday, April 16, at 5:30 p.m., in the Superintendent’s Conference room 206 at Haverhill City Hall, 4 Summer St.

Monday, April 14

In other public meetings this week, how to distribute Haverhill’s anticipated federal Community Development Block Grant funds will the topic of the Community Development Department’s Community Affairs Advisory Board meeting when the board continues to hear presentations from two dozen local organizations and institutions.

Groups scheduled to present Monday evening are: Emmaus, Community Action, Common Ground, Greater Haverhill YMCA and Somebody Cares New England.

The meeting will be the second of five planned meetings. Community Development Division Director Andrew K. Herlihy said the city received 30 different proposals, with some groups applying for more than one project, but the city has not yet received notification of how much it will receive will receive from the federal Community Development Block Grant program.

The meeting will all be held Monday, April 14, at 6 p.m. in room 301 at Haverhill City Hall, 4 Summer St.

Tuesday, April 15

The Haverhill Board of Assessors are scheduled to sign motor vehicle abatements among other routine items at its regular meeting Tuesday, April 15, at 10 a.m. in room 115, Haverhill City Hall, 4 Summer St.

Variances requests from Richard P. Early Jr. is among the items on the agenda of the Board of Appeals. Early’s company, Early Contractors, is proposing a four-unit townhouse on an undersized lot at 47 Railroad St.

He is proposing to tear down an existing auto repair and machine shop to make way for the new construction. His company seeks relief from a required 40,000 square feet lot area requirement as the site measures 12,648 square feet.

Three other applications on the agenda are from the Bradford Unlimited to split a lot and construct two new single-family homes at 463 Hilldale Ave.; Frances Poirier, who is seeking a special permit to build a detached accessory apartment at 226 Kenoza St., and Michael Sofos, who is also seeking a special permit to create a new building lot in order to construct a new single-family home at 69-71 South New St.

The Board of Appeals will meet Wednesday, April 16, 7 p.m. at City Hall, Room 202, 4 Summer St.

Wednesday, April 16

The Annual Art Walk is on the agenda when the Haverhill Cultural Council meets on Wednesday, April 16, at 6:30 p.m. at the Haverhill Citizen’s Center, 10 Welcome St.

Thursday, April 17

The Ward Hill Energy Center planned by Hecate Energy of Chicago at 1160 Boston Road, is on the agenda of the Haverhill Conservation Commission when it meets Thursday, April 17, at 7:15 p.m., room 301, Haverhill City Hall, 4 Summer St.
