The votes are in and former Haverhill IT Director Pamela J. Carr is first woman in recent memory to be elected to a seat on the Haverhill Retirement Board.
Carr received 280 votes out of 637 cast by current, retired and inactive city employees. Haverhill City Councilor Colin F. LePage won 199 votes and Sandra L. Foisy, a retired City Hall worker who served various departments, received 158 votes. Those participating represent a small portion of the 2,630 eligible to vote.
Carr will serve out the remainder of the late William J. Klueber’s three-year term, which expires Dec. 11, 2025. Klueber, then-chairman of the board who served 48 years, died in June at age 82.
Board Administrator David S. Van Dam previously told WHAV the board of five oversees an investment portfolio of more than $300 million.
The job pays a monthly stipend of $250—an amount not eligible for retirement benefits.
Other board members are retired Deputy Police Chief Anthony L. Haugh, who succeeded Retired Deputy Fire Chief Lewis F. “Jerry” Poore Jr. who died last year; City Auditor and CFO Angel A. Perkins, non-voting member; Health and Inspectional Services Director Richard MacDonald, appointed by the mayor; and James P. Cleary III, elected by other members of the board and who served recently as interim chairperson.
