Edwards, 22-Year Haverhill License Commissioner, Former College Trustee to Receive Honors Tuesday

Longtime Haverhill License Commission Chairman Joseph C. Edwards will be honored Tuesday night before the Haverhill City Council as he steps down from the board.

Mayor James J. Fiorentini is expected to present Edwards, who has served on the Commission 22 years, with an official citation from the city. The mayor named retired Haverhill City Clerk Linda L. Koutoulas as Edwards’ successor on the all-volunteer board. The License Commission is responsible for the administration of liquor and restaurant common victualler—or food—licenses and automobile dealer permits.

Edwards is also the former chairman of the Northern Essex Community College Board of Trustees and former chairman of the Board of Trustees at Essex Agricultural and Technical High School.

He is a longtime Haverhill lawyer, who has been named among “Lawyers of Distinction” for several years by the Orlando, Fla.-based organization. Edward’s practice focuses on Social Security Disability, unemployment denial, personal injury and criminal law. He is a member of the National Organization of Social Security Claimants Representatives, American Bar Association, Massachusetts Bar Association and Haverhill Bar Association.

He received his juris doctor from the New England School of Law, Bachelor of Science and Bachelor of Arts degrees from Suffolk University and associate degree from Northern Essex Community College.
