Haverhill Conservation Commissioner Ralph T. Basiliere was recently awarded a Certificate of Achievement from the Massachusetts Association of Conservation Commissions. The certificate was issued after Basiliere successfully completed eight units of the “Fundamentals for Conservation Commissioner
