Haverhill Council Approves Adding Barn to Three-Family Building for Four Apartments

A petition to convert an existing three-family apartment building into four apartments was presented and approved by the Haverhill City Council this week.

The petition by Lynn E. Garceau, of 367 Hilldale Ave., was delayed from early April due to a COVID-19 state of emergency declaration creating a ban on gatherings of more than 10 people. As a result, his petition, which had already received a favorable recommendation from the Planning Board and Planning Director William Pillsbury, was put on hold by the Council until the body developed rules for remote public hearings.

The conversion plan calls for connecting an existing three-family building to an existing barn which would then be converted into a fourth apartment which, Garceau said, would be made handicapped accessible.

Council members approved the request unanimously.
