Developer Proposes 36 Apartments at Former St. Joseph’s School, Broadway; Requires Waivers

The public has opportunities to shape policy this week as various Haverhill boards meet. In the interest of transparency in government, WHAV provides this list of upcoming meetings every week.

A plan to convert the former St. Joseph’s School into 36 apartments is before the Haverhill Board of Appeals tomorrow night.

Developer Atlantis Investments is seeking a number of waivers to complete the project at 26 Broadway. Atlantis Investments, operated by Jonathan Cody, is the same company that recently purchased the former Haverhill High home economics building behind Haverhill City Hall. That building, which will house residents with special needs, is nearing completion.

In terms of parking, the company seeks to provide 39 parking spaces where 54 is required. Atlantis is also seeking relief from a requirement that there be 40 parking spaces at the pre-existing bowling alley while only 20 are available, Other waivers requested are permission to build on a 40,560-square-foot lot where 145,000 square feet are required and having only 11.7 percent of open space where 35% is required.

Haverhill Board of Appeals also hears a request for variances from Bread and Roses Housing to build seven owner-occupied residences at 430 Washington St. It will also hear reconsideration of a request by Wash Square Jackson Haverhill for exceptions to lot area and front, side and rear setbacks to build a three-story building with 12 apartments.

The Board meets at 7 p.m., in the Theodore A. Pelosi Jr. City Council Chambers, room 202, Haverhill City Hall.

Tuesday, Feb. 18

Haverhill Board of Assessors meets for its regular weekly meeting Tuesday, Feb. 11, 9 a.m., in room 115, Haverhill City Hall, 4 Summer St.

Haverhill City Council’s Administration and Finance Committee discusses a proposed new zoning article regulating residential, ground-mounted solar arrays (see separate story); reducing the exposure of marijuana advertising on those below the age of 21; and zoning regulations and how they apply to vaping shops, beginning at 7 p.m., Tuesday, Feb. 18, in the City Council office, room 204, Haverhill City Hall. Old business to be reviewed for disposition include double utility poles; Mayor James J. Fiorentini’s capital spending plan; and downtown parking fees, rates, terms and parking chart.

Wednesday, Feb. 19

Merrimack Valley Planning Commission plans public hearings to hear comments on planned additions to the region’s Transportation Improvement Plan, Wednesday, Feb. 19, at both 1 and 6 p.m., at Commission offices, 160 Main St., Haverhill. Changes includes adding repairs to Merrimack Valley Regional Transit Authority transportation centers, providing $12,500 to Northern Essex Elder Transport for driver reimbursements, purchasing on-board automatic passenger counters for MVRA buses, purchasing a replacement van for Andover and buying a van for Salisbury. Besides the public hearings, staff will take comments in writing until Feb. 25.

Hill View Montessori Charter Public Schools’ Accountability Committee meets Wednesday, Feb. 19, 4:30 p.m., at 75 Foundation Ave., Haverhill.

Thursday, Feb. 20

Haverhill Public Library Board of Trustees meets Thursday, Feb. 20, 8:30 a.m., at the library’s Whittier Room, 99 Main St. Among other items, the board will review the library’s budget outlook for the year beginning July 1.

Haverhill City Council’s Citizen Outreach Committee hears from citizens on possible ideas for changing the city’s 52-year-old charter. Examples of changes include City Council and School Committee members elected by ward, four-year-terms for the mayor and/or City Council, term limits and changes to the mayor’s powers. (See earlier WHAV story.)  The Committee meets Thursday, Feb. 20, 6 p.m., in the City Council office, room 204, Haverhill City Hall.

Merrimack Valley Planning Commission’s regular monthly meeting takes place Thursday, Feb. 20, 7 p.m., at the Commission’s office, 160 Main St., Haverhill. Among other items, the Commission hears of a Targeted Economic Development Strategy contract from Nate Robertson, community and economic development planner.
