Public Meetings: Haverhill City Council Committee Follows Up on Westland Terrace Tire Slashing

The public has opportunities to shape policy this week as various Haverhill boards meet. In the interest of transparency in government, WHAV provides this list of upcoming meetings every week.

A lack of emergency contacts and supervision of a Westland Terrace group home is before the Haverhill City Council’s Public Safety Committee this Wednesday.

Councilors expressed frustration last July after a July 5 incident where one of the group home’s tenants was arrested for allegedly using a steak knife to slash a dozen neighbors’ tires.

Tuesday, Nov. 12

The Haverhill Retirement Board holds its regular, monthly meeting at 9 a.m., in City Hall, room 303. Agenda items include investment manager reviews, Fisher Investments discussion, Teamsters Union Local 170 contract and other matters.

Haverhill Board of Assessors meets from noon to 1 p.m., in the Assessor’s Room, City Hall, room 115. Topics include statutory exemption update, vehicle excise tax warrants and final interim valuation update.

Haverhill City Councilors meet at 7 p.m., at the Theodore A. Pelosi Jr. City Council Chambers, room 202, City Hall. Agenda items include a Sept. 24, report from Fire Chief William F. Laliberty reporting there have been no water leaks at the Water Street Fire Station since repairs took place last June 18 and that maintenance staff were directed to repair and replace ceiling tiles. Additional work may be sent out for quotations and painting may be conducted by the Essex County Sheriff’s Department. (See separate story.) Council President John A. Michitson and Councilors Melinda E. Barrett and Michael S. McGonagle are also expected to introduce Mount Washington residents to discuss a citywide task force to address gun violence.

Wednesday, Nov. 13

The Haverhill Historic Commission meets at 6 p.m., room 301, City Hall, to discuss placing a marker at the now-demolished St. Gregory the Illuminator Armenian Church on Main Street. Other items include an update on the Powder House and Sanders’ markers.

Haverhill Planning Board members meet at 7 p.m., in room 202, City Hall, to hold public hearings on proposed street acceptance of Delray Drive, a watershed protection zoning amendment, definitive plan for a duplex home on South Central Street and an update on the city’s master plan.

The Haverhill City Council’s Public Safety Committee meets at 7 p.m., in the City Council office, room 204, City Hall. The agenda includes a discussion of improving supervision of group home residents at Vinfen’s 20 Westland Terrace., home, in light of a July 5 incident involving a group home resident slashing car tires along the street.

Thursday, Nov. 14

The Haverhill City Council’s Citizen Outreach Committee meets at 7 p.m., in the City Council office, room 204, City Hall. Agenda items include Councilor Mary Ellen Daly O’Brien’s proposal to provide alternate street parking the night after a storm to improve snow clearance and Council President Michitson is expected to provide an update on alternative broadband networks.

The Haverhill Conservation Commission meets at 7:15 p.m., in room 301, City Hall, to discuss replacement of a stream culvert and septic system at 86 Crystal Lake Road, drainage improvements on Forest Acres Drive and a proposed paving contractor operation by Cassidy Corporation for Fondi Road.
