Officers from the Haverhill Police Narcotics Unit Thursday afternoon arrested three New Hampshire residents while conducting surveillance in the city’s River Street and Lowell Avenue area, WHAV can confirm.

Department spokesman Capt. Stephen J. Doherty Jr. tells WHAV police observed a suspected drug transaction at Westgate Plaza around 3:30 p.m. Sept. 19, resulting in the arrests of Mariah Dougherty and Michael Shattuck, both of Nashua, N.H., and Jennifer Karl of Warner, N.H.

All three were charged with one count each of fentanyl trafficking and conspiracy to violate drug laws. As a result of the investigation, approximately 17 grams of a tan powder believed to be fentanyl was taken off the streets, Doherty said.
