A Haverhill man was arrested and charged with reckless conduct and being a fugitive from justice after leading police in two states on a wild chase that ended with his arrest Tuesday in Windham, N.H.

Haverhill police patrolling the Acre neighborhood around 9:30 p.m. were alerted to a person firing a handgun from a 2002 Mazda at an unknown target. As police gave chase, the suspects began firing at officers from the fleeing vehicle. No Haverhill officers were harmed during the gunfire.

Police pursued the vehicle onto Interstate 495 and the chase continued onto Route 213 and onto Interstate 93, where the car crashed on Route 111 at the intersection of the I-93 ramp in Windham, N.H.

Windham Police Captain Michael Caron told WHAV driver Manuel Soto was arrested immediately at the scene, while his passenger, 21-year-old Berlin, N.H. man Javonnie Chambers, fled from officers into the woods. He was captured four-and-a-half hours later, Caron said.

A gun and two magazines were found in the vehicle.

Soto, who listed his address as 52 Highland Ave., Haverhill, is scheduled for arraignment in Rockingham County Superior Court in Brentwood, N.H. Wednesday.
