Haverhill Man, 53, Faces Fentanyl Dealing, Social Security Fraud Charges

A 53-year-old Haverhill man was arrested Monday on charges of possessing and distributing the drug fentanyl and Social Security fraud.

Domingo Garcia Suero, a citizen of the Dominican Republic, was alleged to have sold fentanyl on four occasions this fall, according to Acting U.S. Attorney William D. Weinreb. In addition, Garcia Suero tried to renew his driver’s license with the name and a Social Security number of an individual living in Puerto Rico.

Garcia Suero was scheduled to appear before U.S. District Court Magistrate Judge Donald L. Cabell today. If convicted of the drug charge, he faces a prison sentence of no more than 30 years in prison, at least six years of supervised release and a fine of $2 million. The charge of Social Security fraud carries a sentence of up to five years in prison, three years of supervised release and a fine of $250,000. Garcia Suero also faces deportation proceedings.

The matter was investigated by the U.S. Drug Enforcement Administration and U.S. Social Security Administration, among other federal agencies. Assistance was also provided by Haverhill Police Department, Lowell Housing Authority Police, Lowell Police Department, Massachusetts State Police and the Massachusetts State Auditor’s office.

Assistant U.S. Attorney Maxim Grinberg of the U.S. Attorney’s Criminal Division in Boston is prosecuting the case.
