Two Haverhill Residents Arraigned on Fentanyl Trafficking Charges

Two Haverhill residents have been arraigned and ordered held on $200,000 cash bail following a major heroin and fentanyl trafficking sting across the Merrimack Valley.

Richard Fuoco, 63, and Cheryl Margosian, 55, both of 415 Farrwood Drive, were arrested by Haverhill Police on Friday, charged with fentanyl trafficking – Margosian with three counts. The city pair was two of 12 arrested as part of the larger operation in which nearly one kilogram of heroin and fentanyl were taken off the streets by authorities.

Fuoco and Margosian, arraigned on Monday in Haverhill District Court sitting in Newburyport, next face a judge for probable cause hearings on Nov. 16 and Nov. 8, respectively.

The large-scale takedown was carried out in Haverhill, Lawrence, Lowell and Peabody. In Haverhill and Lawrence, approximately 600 grams of suspected heroin and fentanyl, along with $21,000 cash, were seized using search warrants.

“These arrests are the result of an extensive joint investigation into heroin and fentanyl targeting those who bring these lethal drugs into our communities,” Attorney General Maura Healey said of the operation, which was conducted with assistance from Healey’s Enterprise, Major and Cyber Crime Division, Massachusetts State Police assigned to the AG’s Office, the State Police Transportation Drug Unit, the U.S. Drug Enforcement Administration (DEA), and Homeland Security Investigations. Lowell, Lawrence, Haverhill and Peabody Police Departments also lent support. “We thank our state, federal and local law enforcement partners for working with us to go after these traffickers and dismantle their criminal networks.”

Others arrested and their charges were Kenni Luna-Percel (also known as Helton Jose Marin Perez), of Lowell, trafficking over 200 grams of heroin, two counts of trafficking over 100 grams of heroin and conspiracy; Santo Angel-Perez (also known as Joused Gracia-Canales), of Peabody, trafficking over 200 grams of heroin and conspiracy;  “Jose Figueroa” of Lawrence, trafficking over 200 grams of heroin and conspiracy; Miguel Eligio Cruz Prandy, (also known as Miguel Cruz Prade), of Lawrence; trafficking over 200 grams of heroin, two counts of trafficking over 100 grams of heroin and conspiracy; Kristina Ramos (also known as Ivonne Bolorin), of Lowell, trafficking over 200 grams of heroin and conspiracy; Aneudy Tejeda-Soto of Lawrence, trafficking over 200 grams of heroin and conspiracy; Jesus Tejeda-Tejeda of Lawrence, trafficking over 200 grams of heroin and conspiracy; Alfredin Mejia-Soto of Lawrence, trafficking over 200 grams of heroin and conspiracy; Yunida Peguero-Beras of Lawrence, knowingly being present where heroin is kept; and Christian Jose Brown of Lawrence, conspiracy.

Those individuals were arraigned and all pleaded not guilty to the charges in Lawrence District Court on Monday.

The investigation is ongoing.

    There is an interesting comment today in The Eagle Tribune’s Sound Off section.
    Someone who seems to be a close supporter of Andy Vargas implied that Andy thinks the statue of Hannah Duston in GAR Park is racist and wants to remove it.

    Does this come as a surprise to anyone who follows what is going on across the country with far left wing liberals removing anything to do with our country’s history that hurts their feelings or they find objectionable in some insane way?

    The most amazing thing about Andy deciding the Hannah Dustin statue is racist is Andy’s own entire life history! His grandmother broke the laws of this country by entering it illegally from the Dominican Republic so Andy’s mother could be born here. Then Andy himself announced last summer that his father broke the laws of this country by also entering it illegally from the Dominican Republic. Andy himself broke the laws of this country by interfering with Federal law enforcement officials so he could warn Latino criminals in this country illegally those officials were in the city doing their job.

    So if you’re Hispanic and break the law, that’s okay with Andy. But if you’re white and have to literally defend yourself and your family’s lives against people with a different skin color, then your statue has to come down.

    These people familiar to all you liberal Democrats in Haverhill? They should be. These are the people Andy Vargas sent a warning to on Facebook that Federal Lawrence enforcement officials were in Haverhill trying to take them off the street. I wonder how many of these people would have been arrested last February if Andy hadn’t warned them that Federal officials were trying to take them off the streets back then?

    Can any of you 1,700 democrats in Haverhill who voted for Andy in the primary election explain the logic of liberalism to me? Here you have Maura Healey praising the efforts of law enforcement officials in working to take these drug dealers off the streets, while at the same time endorsing Andy Vargas who intentionally made efforts to warn this same group of criminals that Federal Government officials were in Haverhill looking for them. Can someone explain that?
