Winter Parking Rules in Effect Now Through April 1

No plows have hit the streets, but Haverhill’s winter parking rules have already been in effect for two weeks.

Police remind residents and visitors that overnight winter parking rules on city streets are in effect until April 1.

The rules, which took effect Nov. 15, control which side of the street parking is allowed. Even-numbered months — those indicated by even-numbered numerals such as December (12), February (2) and April (4) — require parking on the side of the street with even-numbered buildings. Conversely, odd-numbered (January and March) require parking on the odd side

For the remainder of November through the end of December, parking will be on the even-numbered side of the street.

If a snow emergency is declared, parking is prohibited downtown along the entire length of Emerson, Essex, Merrimack, White and Winter streets; Main Street from Merrimack Street to Monument Square; River Street from the Comeau (County) Bridge to View Street; Washington Street from Washington Square to the Comeau Bridge; and Water Street from Main to Mill streets.

Mayor James J. Fiorentini told residents Monday, in his “Minute With The Mayor” address, that visual reminders would also be used in a snow emergency.

“If you see a blue light on a telephone pole flashing in your neighborhood, it means you must remove your car from the street. We know this is an inconvenience and we apologize, but it’s the only way to keep your streets clear,” Fiorentini said.

Residents will also be reminded, as needed, through reverse emergency telephone calls, social media or e-mail, among other methods, Fiorentini said.

Winter parking violators are subject to a $25 fine and having their vehicles towed.
