Andover Names Former Newburyport Administrator as Town Manager

Town leaders in Andover Friday selected candidate Andrew P. Flanagan of Winthrop to succeed retiring Town Manager Reginald S. “Buzz” Stapczynski.

Andover Town Clerk Lawrence Murphy told WHAV the town’s board of selectmen voted Friday morning to choose Flanagan, currently the deputy town manager in Arlington, as the next Andover town manager. Previously, he was director of policy and administration for the city of Newburyport, serving from from July, 2010, through May, 2012. Flanagan, who was selected over candidate and current Wilmington Assistant Town Manager and Human Resources Director Kendra Amaral, is expected to begin the job in Andover Oct. 1.

“Andrew is a very talented young man and I’m looking forward to working with him,” Murphy told WHAV. “He is a great choice for the town.”

In applying for the position, Flanagan, 29, said his approach and style “are both inclusive and participatory” and believes in “the importance of consistent communication among the elected leadership, boards and committees, senior management and most importantly the residents.”

“Innovation and creativity will define the future of municipal governance,” Flanagan said. “I am fully committed to integrating technology in the day to day operations of the Town and exploring new ways to improve and enhance the efficient delivery of municipal services. I believe that municipal government must be accountable and provide the highest level of service to its citizens.”
